In order to end these 'Krogan Rebellions,' the salarians then provided the turians with the genophage, a biological weapon that effectively sterilized the krogan, resulting in almost all krogan pregnancies ending in stillbirth. This comparatively easy life, combined with their exceedingly high birth rate, allowed the krogan the time, numbers, and energy to spread through Citadel space, aggressively claiming formerly allied planets as their own. The peaceful home world and better technology put less strain on the krogan as a species they no longer had to worry about simply surviving on a dangerous planet with primitive technology, as they did before contact with the salarians. The salarians provided the krogan with advanced technology and a new, tranquil home planet (in order to manipulate the krogan into eradicating the rachni for the Council). The salarians also played a significant role in the advancement of the krogan species. The League slaughtered the entire Union inner cabinet, but were later hunted down, leaving only relics behind. In a gesture of trust, the salarians opened the records of one of their intelligence services, the League of One, but this quickly created problems when the League's members found themselves in danger as a result. They opened diplomatic relations at once and became one of the founding species of the Citadel Council. The salarians were the second species to discover the Citadel, only a few decades after the asari. According to Kirrahe, those settlements 'remain at the heart of salarian territory to this day'. On their first three interstellar colonies, the salarians planted settlements named Aegohr, Mannovai, and Jaëto. Eventually, they progressed technologically to the point of colonizing planets beyond their own. They are also building a fleet from hijacked cargo ships outfitted with strong armor and a large number of weapons.Salarians were already thriving on Sur'Kesh 50,000 years before, albeit in a thoroughly primitive state. Through their research, they have a large number of biotic soldiers. Their main force is composed of commandos and snipers. Because of this, their numbers have increased enough to inhabit hundreds of worlds. The Lystheni Shadow use Krogan and Batarian mercenaries so that they can build their forces without the risk of losing soldiers. Also they have sent hired Batarians to hijack cargo ships and frigates. They also have hired informants and assasins that go as far as the Salarian homeworld and even the Citadel.

They use Quarians to move illegal weapons from Citadel space to expand their weapons trade inside the Terminus Systems and increase the amount of their own arsenal in exchange for cheap technology. They have mining platforms on planets that are unvisited by any other species and a secret military as powerful as their Salarian counterparts though most of their fighting is carried out by high-priced Krogan and Batarian mercenaries who are secretly hired. The Shadow secretly have control over hundreds of worlds, though they make their presence known on a couple worlds on purpose. Most of their territory is in the Terminus Systems but they control unknown planets throughout the galaxy even in Citadel space. Its purpose is the expansion and dominance of the Lystheni and is not unlike the Human organization of Cerberus. The Lystheni Shadow is an organization formed by Lystheni.
